Canadian resident Lakhbir Singh Landa declared a terrorist

The Ministry of Home Affairs (MHA) designated a Canadian resident Lakhbir Singh Landa as a terrorist.

Under the Unlawful Activities (Prevention) Act Mt. 1967 (37 of 1967), “Clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the central government to add the name of an individual in the Fourth Schedule to the said Act if it believes that he is involved in terrorism”, the MHA said in a statement on Friday.

According to an official release by the MHA, 34-year-old Landa, son of Niranjan Singh and Parminder Kaur, has a permanent residence at VP0 Harike in the Tarn Taran district of Punjab, bordering Pakistan.

However Lakhbir Singh Landa, presently is residing in Edmonton in Alberta in Canada. He was a close aide of Pakistan-based gangster-turned-terrorist Harvinder Singh, alias Rinda. Then in 2017 Landa fled to Canada and joined hands with the pro-Khalaistan terror organisation BKI.

According to the MHA, Babbar Khalsa International is listed as a terrorist organisation as per “number I of the First Schedule to the said Act.”

Landa was backed by the cross-border agency and was involved in the terror attack through a shoulder-mounted rocket-propelled grenade on the building of Punjab’s State Intelligence Headquarters at Mohali.

Landa was also involved in various criminal cases related to the raising of terror modules, extortion, and killings. planting IEDs, smuggling weapons and narcotics and using funds or proceeds thereof for terrorist acts in the Punjab and other parts of the country. Landa and his associates have also been conspiring to disrupt peace and law and order in Punjab by carrying out targeted killings, extortions and other anti-national activities in different parts of the country, the MHA added.

The gangster-turned-terrorist, who has been living in Canada since 2017, is the mastermind in several cases of terrorism, including the 2022 RPG attacks on the Punjab Police Intelligence Headquarters and the Sarhali police station in Punjab, among other cases of terror attacks in India, the National Investigation Agency stated earlier.

In August this year, the Special Court of the NIA ordered the confiscation of the property of the absconding pro-Khalistan terrorist at Kirian village in the Tarn Taran district.

Landa was earlier declared a Proclaimed Offender on July 27, 2023. Initially involved in criminal and gangster-related activities, Landa has been continuing his anti-India activities from Canada, according to officials.

The first case against Landa was for a murder bid and under the Arms Act at Harike Pattan in July 2011. He now faces around 18 criminal cases, including murder, attempt-to-murder and drugs smuggling, in Amritsar, Tarn Taran, Moga and Ferozepur districts. The Punjab Police had registered the last case against Landa under kidnapping charges in Moga in May 2016 before he fled to Canada.

4. Landa was also key conspirator of the Rocket Propelled Grenade (RPG) attack at the Punjab Police intelligence headquarters in Mohali, besides planting an improvised explosive device (IED) under a sub-inspector’s car in Amritsar.

 The NIA had registered the case in 2022 after it emerged that terrorist outfits and terror elements based abroad were operating in tandem with leaders and members of organised criminal gangs operating in northern states of the country to commit targeted killings and violent criminal acts.

 According to the NIA, and four others are wanted in a case registered early this year related to the BKI’s terrorist activities aimed at disturbing India’s peace and communal harmony and spreading terror in the state of Punjab. They are accused of commissioning terror acts and activities, besides raising funds for the BKI, through smuggling of terrorist hardware and narcotics into Punjab and also through extensive extortion from businessmen and other prominent individuals.
